The RAM is placed on slots 1 and 3, but should it be on 2 and 4? It seems unrelated to the 3200MHz performance. Everything functions properly with no errors in Device Manager. The RAM model is Patriot Viper 4 Series, 16GB DDR4, 3200MHz CL16 Dual Channel.

The board needs to be arranged in 2 and 4 positions for the 2 dimm configuration. This might not be ideal but shouldn't cause problems—it's likely due to traces on the board. Re-seating the CPU, which has an integrated memory controller, could be a contact issue. Swapping the dims around seems unusual, but I've seen it work before and fix issues.
