I reduced the voltage to 1.3 and it started up at 3600, we'll check for stability.

Did you turn on the DOCP or XMP settings? Avoid handling the voltage. The RAM will work at 1.35V just fine. With the same setup (DocP on auto), my timings are 16-19-19-39 at 1.35V and 3603MHz.

Set the XMP values first, then raise the voltage to 1.4. Use one probe at a time.
