I just installed a prebuilt HP system with weak Samsung RAM (8*1, 4*1 at 1333 MHz and DDR3 on a Cas 21 or 23 laptop). The latency jumped from around 100-200 ms to 700-900 ms—no big change. Need advice on better RAM? I play games here but plan a bigger upgrade soon, like 4950x and 3080Ti watercooled next year.

I'm working on an upgrade and don't want a big change to my system.

I focused more on doubting the hardware rumors. In my view, the best you can do is purchase a 16GB 2x8GB 1600mhz DDR3 setup from Amazon or similar, perhaps an SSD if you don’t already own one. This laptop is outdated and not worth making any further changes.

I'm building up gradually. My whole setup should be around 7k, which isn't too much given my HD 4000 graphics. I don't want to cut corners, but I'm planning to save around 3.5k with what I have now. I'm unsure what else to do besides swapping the RAM. I replaced my SSD with an SSD instead of a 2.5" HDD, but I can't upgrade the CPU because of the old socket/motherboard and the unique form factor. I'm a bit concerned about the PSU—it's a 350-watt unit built into my all-in-one PC, it looks custom, and it might cost HP about $20 to make or buy. The only realistic option seems to be moving from an i7-4785t to a 4790S, but that would cost around $350, or get a budget GPU that I might end up keeping for a year before discarding (plus the extra case). So... yeah.

Jedec standards strictly limit CAS to 11 at 1600MHz DDR3. CAS doubles that number... the hardware is likely failing severely if this occurs.

It's a peice of 6-7 year old samsung ram that was produced for like $7 a pop and then put into a 1k prebuilt. Seriously, it takes nearly a second, or more than that sometimes to respond. I userbenched it and it's health was at 3%. Ther's literally no airflow in my "case", and the ram temps regualrly exceed 70 c while uncovered, open to air for some reason.

If you can verify it's a storage device, then it's an SSD or HDD, not RAM.

Is the system running a brand-new operating system? If yes, run memtest to verify stability and ensure memory integrity.
