One RAM operates at 3000MHz while another at 2140MHz. I turned on XMP, which adjusted the first RAM's frequency to 3000MHz but left the second unchanged. It continues to run at 2140MHz.

Is the system a hybrid build? Did you look for "load optimized defaults" settings in your BIOS for either Intel or AMD platforms?
