I was trying to boost my RAM speed and increase the frequency. I had an I7 4790k Gigabyte Z97 gaming motherboard, Corsair Veangence 2400MHz RAM, R9 Fury X graphics card, and an EVGA 850 watt gold power supply. Today I managed to reach 2600 MHz without making any adjustments. Then I decided to try 2800MHz, hoping to tweak the voltage later. Unfortunately, this didn’t work and the system wouldn’t boot at all—just turned on but wouldn’t start. I restarted it several times to see if it would work, but it still wouldn’t power up. After removing the CMOS battery to clear the BIOS, it started again every time, but kept showing a black screen when I pressed F2 and stayed there. Once I reinstalled the CMOS battery, the PC booted normally each time. However, now it displays an error saying the PC couldn’t start and asking for a repair via installation disk or USB drive. Unfortunately, I don’t have access to another computer to download a Windows USB. I also have my phone, but I’m not sure it would help. Any suggestions would be greatly appreciated.

Your MOBO allows dual BIOS, so even if your main BIOS is corrupted (which shouldn't be the case here), the PC will load the backup. I recommend trying to manually trigger this process using some online guides and hopefully fixing your main BIOS. If that works, it should resolve the issue.

Your MOBO allows dual BIOS functionality, meaning if your primary BIOS gets corrupted (though unlikely here), the system will automatically load the backup. I recommend attempting this manually by following several online guides and hopefully resolving the issue with your main BIOS.
