On an Intel platform the memory could operate around 4000mhz Cl 14-14-14, though stability might require around 1.60v. The exact performance depends on the system configuration. Looking at AMD 3950x, it may support similar speeds but typically around Cas 16.

I think AMD performs best around 3600-3733-3800mhz, so aim for the fastest possible clock speeds within that range.
