Typically faster RAM performs better. High-quality RAM depends on how well it's made. A solid suggestion is Corsair Vengeance for DDR4. RAM speed isn't always simple. If you install 4600MHz DDR4 but use mid-range parts, you won't hit the rated speed because those parts can't handle it. Around 3600MHz feels ideal to me, though 3200MHz is cheaper and still works well. You shouldn't just pick the fastest RAM; consider what you need to do and how your other components fit in. Your CPU, motherboard, and the number of RAM sticks all play a role in determining the best speed for your setup.
