Ok, if one Ryzen 5 CPU can't use one of the memory channels, and one of the Ryzen 5 CPUs can, that means the one that can't probably has a defective memory channel. Unfortunately that's not something a user can fix (like you said, there's no visible pin damage so that's not the culprit)
