I attempted to turn on D.O.C.P but it keeps asking for A2 and B2 slots. I tried inserting them but they won’t move. The RAM fits in A1 and B1 sockets, though. Am I making a mistake? The RAM I have is "Kingston 16GB (2 x 8GB) FURY Beast, DDR4 3200MHz" and the board is "PRIME B450-plus".

Have you checked the locks first before inserting the sticks? Consider capturing a photo of the issue—this might help identify any problems or user mistakes. When the slots aren’t used, 2. When the ram gets stuck and can’t move.

All four positions are exactly the same. Placing the RAM in one set versus another indicates a mistake on the user's side.
