It seems there might be a discrepancy between the XMP profile and the actual DRAM voltage readings. Adjusting the voltage to match the profile could help, but the system still reports a different frequency. Disabling the gear-down mode and trying higher voltages didn’t resolve the issue.

the issue seems to be with Ryzen's preference for single memory sticks rather than multiple ones. consider buying just one kit and enabling XMP settings. if 3200 or 3600 still don't work, try 2933mhz. it's not your fault, but doing some research before purchasing would have helped you understand why four sticks aren't ideal. most professional boards only have two slots for RAM, which is why they stick to dual-channel configurations. note that speeds around 2400 or 3600 offer only minimal improvements, and the real benefit comes from dual-channel setups, which can sometimes double frame rates compared to single-channel. overall, RAM performance is often overhyped.

only kinda though... is there a reason you need that much ram? if yes just run it at 2400... ram speeds are overhyped as hell, you aren't really missing out anything by running default speeds.

Is this unusual? It seems likely the issue stems from the printed voltage matching the test value required for the rated speed. Please try my suggestion again and check if the power-down mode is turned off.

Agreed, Ryzen can be a bit picky with four cables, but it works if you keep moving and push it a little.
