The reason you think it's a RAM bottleneck is because the system struggles to access data quickly when it runs out of available memory.

Your post title seems to address the issue directly. The 8GB RAM might be insufficient. You may want to review your system usage during gaming; if it's near full, it could point to a likely cause of stuttering. Streaming also consumes memory, and you don’t have much extra available.

Monitor your disk activity while playing. It should remain low. If it spikes unexpectedly—especially alongside high RAM usage—you likely need more memory. Otherwise, the issue may be elsewhere.

While streaming at maximum capacity, the absence of a stream leaves 2GB available, which may explain the unexpected FPS fluctuations.

It's still a chance your system is attempting to release memory by moving it to the page file. Or maybe your application is pulling resources from your storage and performance is lagging. With 250GB being a reasonable amount now, it shouldn't be too much trouble.

It looks like the issue stems from frequent paging to disk, which is very slow. You might need more memory or simply limit the number of open files.

Consider using the page file on an SSD instead of a HDD, even if it doesn’t fix the issue. It might make a difference and be worth trying. Also, remove any background processes. Having at least 8 GB should be enough for CS:GO, and streaming shouldn’t require much extra space.
