Generally no, however something to consider is that Neo was made for Ryzen so that kit would do well regardless.

Your motherboard supports TOPOLOGY, so performance should remain consistent whether you use 2 or 4 RAM sticks. The QVL confirms the neos were tested with both 2 and 4 DIMM slots, indicating compatibility regardless of stick count.

It doesn't really slow things down much; it manages four dimmers better than a chain setup, whereas a chain handles two more well. Still, I question if just because it uses a topology, it won't cause trouble with two dimmers, since speed is now focused on newer Ryzen and premium boards should handle high speeds easily.
