I've been attempting to play Rainbow Six Siege, but the game has been running with severe stuttering. It seems the system is brand new, with a fresh Windows installation. The game is set to maximum graphics settings except for ambient occlusion, lens effects, and depth of field. AA is on T-AA with 100% resolution at 1080p. Performance fluctuates between 120 and 180FPS, with significant drops from the 170s down to the 160s, 150s, 140s, 130s, and even 120FPS. Occasionally, drops exceed 20-30FPS. Have others encountered this issue? If so, what solutions have you tried? I'm struggling. CPU usage stays in the 70s-80s and doesn<|pad|>'s indicate no bottlenecks on either CPU or GPU.

System Specs:
Ryzen 7 1700X (stable overclock, temperatures normal)
Cooler Master ML240L
ASUS Crosshair VI Hero
16GB G.Skill Ripjaws V 3200MHz (2x8GB)
ASUS GTX 1080 Strix O8G (liquid cooled, temperatures normal)
SanDisk SSD Plus 240GB (OS installed), Samsung PM830 128GB (game installed), 3x1TB Seagate Barracudas
EVGA GS 550W PSU
Phanteks Enthoo Evolv ATX TG

What I've attempted:
- Reinstalling the game (no improvement)
- Removing drivers via DDU and reinstalling (no change)
- Adjusting CCX settings by changing core/thread count (no effect)
- Enabling SMT to use 8 cores and 8 threads (no impact)
- Setting default clockspeeds (no change)
- Setting game priority to high in Task Manager (no effect)
- Enabling V-Sync (still caused stuttering at 50s and 40s FPS)

What is the speed of your RAM? Is it configured to run at approximately 3000mhz?
