I’m looking for siege without spending 50 euros, but I’m unsure if the base game includes all DLC content. It seems you might need to purchase the season pass to access those in-game operators.

Everyone receives the DLC operators at no cost, but you must earn them through in-game currency. Avoid the starter version.

It's quite challenging to obtain non-DLC characters when you have the starter edition, unless you're willing to invest a significant amount of time or money to acquire them through in-game currency. The typical Renown needed to unlock a standard character ranges from 500 to 2,000 depending on your playstyle. DLC characters are accessible to all players but require 25,000 Renown to unlock. Around 2,000 Renown usually takes about two to four games to acquire.

You were referring to the regular version of the game and the simpler starter edition. It still holds true, though DLC options are open to all. Purchasing the season pass also grants access without needing the premium upgrade.
