The frame rate remains consistently low regardless of graphical settings. Reducing the resolution to 1920x1080 does improve FPS to 80-85fps, but lowering it further doesn't provide any additional benefit. Increasing the resolution above this point results in a drop back to 20-40 fps.

Did you try uninstalling and reinstalling the GPU drivers? See if you have any BIOS updates pending for your motherboard.
