I assume there's an option in the graphics settings somewhere to change from DX11 or 12 to Vulkan, usually requires a game restart. What GPU/CPU/RAM are you running btw?

The ID Tech 6 release from when they developed the Vulkan render path was only available after Vulkan was implemented. That means the game is actually running with Vulkan.

EDIT:
Sorry, I didn't realize RAGE 2 doesn't rely on ID Tech.
EDIT 2:
But the engine RAGE 2 typically uses Vulkan by default:

I'm not entirely confident the card is the problem; R9 390 doesn't seem too likely to cause such a sudden drop.
Could this be related to the game itself?
