The issue seems to be related to your FPS being low at 30, while other games run smoothly. You mentioned the game is in Vulcan mode and compared it to playing Doom at 90 FPS. To adjust for Vulcan mode, you may need to change settings or configurations specific to that mode.
The ID Tech 6 release from when they developed the Vulkan render path was only available after Vulkan was implemented. That means the game is actually running with Vulkan.

Sorry, I didn't realize RAGE 2 doesn't rely on ID Tech.

Game operates at 60 fps, but in many scenes it abruptly reduces to just 30.
I'm using custom settings.
I'm not entirely confident the card is the problem; R9 390 doesn't seem too likely to cause such a sudden drop.
Could this be related to the game itself?
