I recently increased the clock speed of my xFx Radeon R7 240 from stock to 950 MHz and boosted the RAM to 1100MHz using the BIOS, since the AMD Wattman tool wasn't available. The card was functioning well until I restarted the system, after which it stopped reaching 630 MHz. Additionally, I have an I7-2600 processor with 8GB DDR3 memory and Windows 7 installed.

Which BIOS (MB or GPU) was you modified? Did you attempt using MSI Afterburner?
