This equipment has previously encountered issues with Windows 10, Windows 11, Arch Linux, and Fedora Linux. All versions experienced the same boot hang problem. The Parsec connectivity issue seems to be a more recent development for me.
I identified the problem - it's a typical eye-d-ten-tee issue. I set an aggressive negative PBO curve in the bios, which led to the VGA POST stalling and other VGA tasks failing or crashing. Likely the excessive undervoltage caused this behavior, and now everything is working properly again. Boot times are back to around 20 seconds.
Updated info: turning on CSM in the BIOS fixed the long startup times on my 6800xt
