Your CPU isn't enough, Windows 11 might be wasting power when idle. At least four cores are recommended for GTA:V.

It seems you're barely meeting the basic system needs for that title. Those specs are designed for higher resolutions like 1024x576. Your graphics card is clearly the strongest component in this setup. The only option is to lower the resolution as much as possible and see if it functions. 1080p in GTA 5 uses about 4GB of VRAM, which should be manageable. I think a minimum setting around 640x480 would work best. If you really want a better experience, consider 1280x720. You might also play it on a used PlayStation 4 for around $150-$200, or on a PS3 if you're okay with the visual quality—though the price difference is only about $10-$20 and the game looks poor there.
