Unless thermal constraints exist, a 7800x3D should reach 4.8-4.9GHz across all cores during tasks like Cinebench R23. If you see this but still have low scores, background processes could be the issue. Otherwise, switching to the Performance Windows Power Plan usually hurts performance, so it's better to stick with the default Balanced setting.

GL, the thermal and TDP restrictions usually block this, even with a direct die. For context, some HWinfo64 data for my 7950x3D before and after direct die plus heavy tuning show around 4.8-4.9GHz and roughly 18K for R23.
