Ryzen 5 3600 @3950mhz stock with Asus PRIME B450 PLUS Ryzen master reports. Voltage settings: 1.1v max, PBO auto, and 1.25v enabled. Values from CPU-Z and HWINFO were higher (1.35v, 1.5-1.7v), which aren’t optimal. The short spikes weren’t unusual, but it’s unclear if they’re a concern since I didn’t adjust the voltage myself.

If you never manually changed voltage you have nothing to worry about. Just because a certain program reported a certain value doesn't mean it actually happened. My HWInfo shows that parts of my motherboard VRM are 150 degrees when I know for a fact they aren't. so...don't worry about it.
