Hi, I'm just starting out with overclocking and want to boost my R5 3600. I have a B450 Tomohawk Max with a Coolermaster MasterLIquid ML240L cooler. I understand a lot about PCs and have built several before, but this is my first time doing it. I'm a bit nervous about making mistakes and overheating.

There isn't much benefit from overclocking the Ryzen 3000. Its overclocking potential is limited compared to the Ryzen 1000 and 2000. Just enable PBO and auto OC and stop there.
But, memory might still be worth adjusting:

How much importance do you place on achieving 3 fps?

You can get that with manual optimization. Are you ready to invest a day or two adjusting settings and then testing it for a week? For 3 fps?
I don't think it's useful in practice, but if you're just doing it for fun, it's a good opportunity to learn a bit.
