Windows chose to hide this feature for easier troubleshooting. You can quickly access it by pressing the "Win" key and typing "con," then pressing Enter.

For the old control panel, I believe you're using the quickest method. Pressing Win+I brings up the Windows 10 settings menu, though I’m not sure of a direct shortcut to the control panel.

Return to the right-click Start menu using WinXMenuEditor. Added it back on Windows 10 devices and adjusted network settings to match Server 2016 behavior. EDIT: If you prefer not to modify anything, press Win + R, type control panel and enter, then close. Alternatively, you could create a batch file as shown and pin it to the taskbar or Start menu. EDIT2: Uncertain about the need for a batch file; simply pinning Control Panel to Start or Taskbar might suffice.

Your Windows 10 version is outdated (1607), so I'm unsure if updates are available. You can right-click the taskbar and select Task Manager to check for issues.

I just added it at the top for my PC, though diagnosing others isn't working out. Task Manager isn't the right tool—using Ctrl+Shift+Esc works, but on slower machines the search often gives poor results and might open up Bing.

This approach works much better and stays consistent. I mostly rely on it to switch to different sound settings since Windows often fails after GPU driver updates, or when checking network adapters—though the control panel can handle most adjustments. It’s not pinned by default, which is a big plus.
