Yes, any keyboard shortcut functions across all versions of Windows. A laptop comes with the complete operating system identical to a desktop.

It likely isn't from a laptop since it's an OEM key linked to the specific computer it was used on.

I agree with @M.Yurizaki. If the laptop was set up with Windows 10, check the system info for the key you see. The sticker you notice is the original OEM key, not a usable activation code for another device. This information comes from my experience supporting Tier 2.
