Quick question
Your setup uses an R5 3600 and an RTX 2070 with a B450 motherboard. Consider if your GPU and CPU are compatible with PCIe 3.0.
This means PCIe 3 and PCIe 4 could affect your performance negatively, even though your CPU is Gen4 ready. Between the two, your setup might not fully utilize the newer speeds.
The PCIe Standard supports backward compatibility. Unless all components match the same tier, it defaults to the lowest level in the setup. Your processor claims support for PCIe 4.0, but if your motherboard and GPU are PCIe 3.0 only, the system will operate at PCIe 3.0. If your board is PCIe 2.0, GPU PCIe 3.0, and CPU PCIe 4.0, it will run at PCIe 2.0. For a MoBo configuration—PCIe 4.0, CPU 3.0, GPU 2.0—the system stays at PCIe 2.0. The main concern is whether you invested in capabilities you can't utilize. Usually, the CPU offers the most flexibility for performance needs. TL;DR: Everything should work as expected.
I believe the confusion came from mixing up GPU and CPU discussions. No current NVIDIA GPU leverages PCIe Gen 4 benefits. A Gen 4 compatible sticker on a card simply indicates it’s suitable for Gen 4 boards.
