you’d need to focus on potential issues, but currently the situation seems stable. the problem isn’t obvious since the nvidia cards don’t use pcie 4, or if it is, it’s likely related to a different pci slot. knowing your specific board model would help.

You're not concerned with any PCIe 4.0 hardware, your main worry is something else entirely.

The PCIe Standard supports backward compatibility. Unless all components match the same tier, it defaults to the lowest level in the setup. Your processor claims support for PCIe 4.0, but if your motherboard and GPU are PCIe 3.0 only, the system will operate at PCIe 3.0. If your board is PCIe 2.0, GPU PCIe 3.0, and CPU PCIe 4.0, it will run at PCIe 2.0. For a MoBo configuration—PCIe 4.0, CPU 3.0, GPU 2.0—the system stays at PCIe 2.0. The main concern is whether you invested in capabilities you can't utilize. Usually, the CPU offers the most flexibility for performance needs. TL;DR: Everything should work as expected.

It's not merely promotional language. You cannot purchase the CPU by itself to achieve PCIe 4.0 performance in your setup.

I believe the confusion came from mixing up GPU and CPU discussions. No current NVIDIA GPU leverages PCIe Gen 4 benefits. A Gen 4 compatible sticker on a card simply indicates it’s suitable for Gen 4 boards.
