Theoretically, yes.
In practice, no.
The RX5700 has the capability to overclock, but doing so will cause overheating (or damage if you attempt flashing it into an XT). Consider a twin fan model if you aim for overclocking.
The 3600 can be overclocked, though it is already performing at its optimal level from the outset. A slight improvement might be possible, but significant gains are unlikely.
