I don't remember my main clock and memory clock ever being at 0 in Afterburner across any GPU I've used with Afterburner... but that's not something I can confirm. Regarding the settings, I keep it on auto because my cards have always worked well that way, and I've never felt the need for anything more.

I would leave it. Particularly if you're satisfied with the performance.
I don't know your gaming resolution... but if it's 1080p, a 1070 should handle most games on ultra settings without needing overclocking.
...but I'm wondering... do you notice the clocks at zero?
I'm considering... if the clocks are at zero, the card definitely wouldn't work.
...and if the card is functioning... I doubt the clocks would be at zero.

The +0 might not be the actual clock speed, but it lets you adjust it up or down.
I usually keep mine at +0.
When it's set to zero, I believe it resets to the GPU's default clock speed.
If you really need to check the real speeds...go to settings...then navigate to "monitor" or something similar and you'll be able to see your clock speeds in the graph part of Afterburner.
Also, if you have Riva Tuner, you can track them through the game overlay.

If I were you and needed much better performance, I'd choose a more powerful GPU.
Overclocking might help a bit, but only slightly.
And for your CPU... it can manage almost any GPU, even an RTX 2080 Ti without trouble... so if you can afford it...
