The details I haven't mentioned include the Z97 Gaming 5 motherboard and 16GB DDR3 Corsair RAM. It also needs to slow down during Kombustor tests.

What cpu?
Please update your initial post with full system specs.
Check your gpu with GPU-Z. GPU might be fake.
Check gpu usage. You may have some cryptomalware infection utilizing your gpu.
What cpu and gpu temperatures are you observing?

Man... It's been a long time since I've encountered someone infected with crypto mining malware, but I didn't realize it could cause such serious performance issues. I'm going to write this down so I remember it could be a concern in the future.

If you check the Windows Task Manager, under the processes section, you'll see which processes are using the GPU. There should be very few processes relying on the GPU—just one or two with low usage above 1%. Unless it's a game, the most GPU usage should be less than 15%, unless you're watching ads or web videos like YouTube.

Depending on the game, you likely don’t have drivers available. The game-ready drivers for the 900 series are no longer supported. Also, the device is experiencing extreme overheating.

102 degrees causes overheating. Thermal throttling begins around 80 degrees. Near 90 degrees on the die, performance drops significantly.
