I'm experiencing performance issues on my GTX 970, consistently capping out across most games. I'm seeing around 18 frames with MSI Kombustor, and I'm uncertain if this is typical for this GPU. Would a 1650 card improve things? I purchased my PC from a friend, who built it as a custom system using all available components. My power supply is an EVGA Supernova 750G2 750W, approximately ten years old. The CPU is an Intel i5-4690K with 3.5 GHz performance. The motherboard is MSI Z97 Gaming 5. The SSD is a Samsung 970 EVO M.2 with 1TB of space, currently about half full. I use a wireless keyboard and mouse, a wired Xbox controller, and a Logitech webcam. I have a stable 300Mb internet connection and the drivers are up to date via the Nvidia app.

can you also define what "just about everything" means. that's an old gpu so depending on what you are trying to do with it, the answer will vary.
games? office work? what resolution? your expectations?

1080p gaming on less demanding titles. I was anticipating around 50 frames for that type of content.

The GTX 1650 performs slower than the GTX970, with the latter being roughly 10-15% faster in most games. The 1650 would only serve as a modest replacement if the GTX970 fails, offering only a slight improvement. At the very least, consider a GTX 1650 Super or a GTX 1060 6GB as a minor upgrade, since they provide better performance than the GTX 970 and are available for $60-100 on used platforms.

If you share your full PC specifications—including CPU, motherboard, RAM speed—and your budget for a new graphics card, we can recommend a more fitting upgrade.

You might want to clear your GPU driver and reinstall the same one you already had, without installing the new Nvidia app.
Although I don't play the latest AAA titles on the GTX 970, it still performs reasonably well within expected limits.
I own an internet-only PC where all the data passes through it along with a GTX 970, and I often test games first on a Windows internet PC.
I still don't anticipate the GTX 970 handling modern AAA titles well, but there are exceptions where it works just fine.

The only way for the HD 4600 iGPU of that CPU to surpass a GTX 970 is if it isn't genuinely a GTX 970 or you're not utilizing it.
Where is your display cable connected?
If correctly linked from the graphics card to your monitor, the GTX 970 would be approximately 1700% more efficient than the HD 4600. The closest and most recent desktop alternative would be a GT 710.

What are the complete specifications of your system?
Monitor the temperatures.
I think there might be overheating, faulty drivers, or failing hardware involved.

The HDMI connection is connected to the GPU, specifically a GTX 970. This is the reason I wrote this article. The GPU is performing poorly, and I'm trying to understand what's causing it.
