i recently experienced a significant drop in frame rate across all games after replacing the motherboard. despite reinstalling every driver and cleaning the system, i still struggle to reach over 30fps. the hardware specs are: i9-13 core i7, nvidia 3090 ti graphics card, and a 1000 watt power supply with an aorus z790 or aorus elite ax motherboard.

Welcome to the forums and a joyful New Year to everyone! When sharing troubleshooting threads, it's important to provide complete system details. Please format your build information as follows:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
Include the age of the PSU along with its make and model. Also, note the BIOS version for your motherboard at this time.
After replacing the motherboard, I reinstalled all drivers and reset the system completely. Could you clarify how you performed the system wipe? Did you recreate a bootable USB drive for the OS and install it without using an online installer, then manually add each driver via the elevated command prompt (Right-click installer > Run as Administrator)?
Regarding games, please mention the titles that are putting a strain on the system and where you obtained them.

CPU model is intel i9-13900k with a custom liquid cooling loop. Motherboard is Z790 Aorus Elite AX. RAM includes 64GB Vengeance DDR5 at 6000MHz. SSD is Corsair 1TB. GPU is NVIDIA RTX 3090 Ti. Power supply is Corsair HX1000I, which is only a year old. Operating system is Windows 11. I installed the Windows from a bootable USB and completely wiped the SSD before reinstalling all drivers.
