I’m experiencing a problem where my CPU’s MHz drops and the frame rate falls when playing demanding games. Temperatures stay under 70°C, but VRAM usage spikes to around 80 at times. I think there might be BIOS settings I can adjust to help, though Gear1 doesn’t seem to work and enabling XMP isn’t letting me boot Windows properly.

Just to clarify, is this;

the motherboard you're working with? If so, you have one more BIOS version pending update. I'd advise that you flash the BIOS, then clear the CMOS.
In order to clear the CMOS, you're advised to disconnect from the wall and display, then remove the CMOS battery, press and hold down the power button for 30secs to drain any residual power, then reseat the battery after 30mins.
turning on xmp doesn't allow the PC to even start Windows...
That might be a ram or BIOS/motherboard issue.
