I'm getting a used PC for 200 dollars. The specs are:
CPU - I7 10700
Motherboard - ASUS PRIME H510M-E
Power Supply - Coolermaster 650w
Storage - 2TB SSD (WD)
I've heard the motherboard is entry-level, so what performance can I expect? I don't plan to overclock it, and I don't have a plan for that. Also, I'm not from the US, so there won't be any good deals.

It varies based on the BIOS turbo configurations. The 10700 is officially rated for 65W PL1, yet the Asus BIOS might include an EZ System Tuning profile that increases output significantly. Refer to Ian Cutress’s article: https://www.anandtech.com/show/1634...i7...n-option/2

I question whether the H510 chipset offers that capability.

I wasn't certain since I lack direct experience, but the support site's BIOS guide (common for "500 series") references this capability.
