here's my parts list above, ive already ordered everything above and should arrive next week. actually already have the gpu and cpu just waiting on the rest.
anything I have forgotten? (this is my first time building a pc) should all the components work together? just basically looking for advice on anything i may have no thought of when compiling my parts list. also i have 8 of these "be quiet! Pure Wings 2 120mm PWM" plan to do 3 front intake, 3 roof exhaust, 1 side intake to blow across the motherboard with the angled case vent, and 1 more rear exhaust fan, thanks for the advice.

4k gaming setup focused on achieving 4k 60 and above at native resolution with maximum graphics settings. Also looking for a robust motherboard to ensure compatibility with the 5090 and 9800x3d. Found several deals where items are discounted, especially through Newegg, offering around $55 in savings on multiple products. The motherboard itself received an extra $40 rebate when a review was left. The GPU was purchased for $1730 new, and the CPU for $469 new, both from Newegg.
Well, aside from possibly being too detailed, your parts list isn't inherently problematic.
Any other ideas would just be my own tastes.

Looks amazing! Since your CPU has onboard graphics, at first sign of trouble I would leave the new GPU out until you get Windows installed.
i checked both options carefully and decided to go with the air cooler instead. the "arctic liquid freezer III 360 AIO water cooler" did offer cooler temps and was quieter than the noctua model, which was unexpected. i didn’t plan any extreme overclocking; i’d only consider a built-in cpu boost if necessary. for amd users, the equivalent of the intel extreme overclock utility with an "auto overclock" feature would be useful.
The air cooler looks fine, though I chose AIO for a cleaner look and smaller size. It seems to function well. Your 6400 RAM could be problematic, as some users report stability problems with models above 6400. A 6000 MHz frequency might be ideal.
Spending too much on the motherboard, 2X16GB is enough for gaming. You’ll need additional case fans—at least two more for the front, not just the cooler. I’d get similar performance as cheaper options that cost a third of this price. Also, you should consider a better PSU to handle the 4090’s higher wattage spikes.
