Could using an AMD 3700x CPU together with an RTX 2060 GPU and 32 GB of RAM provide a satisfactory gaming experience?
To answer your thread body's question, depends, what sort of titles do you intend to tax the system with? Make and model of your monitor that you'd be taxing the GPU with?
As for your specs, a PC is built with more than just the processor, GPU and ram. I presume you're buying the system second hand/used? If so, please list the specs, like so:

At some point a well-rounded player spent twice as much on the GPU as on the CPU. I think this remains good guidance.
However, because the components are quite old and mainly second-hand, I'm curious about it.
CPU model is AMD 3700x with a Noctua cooler.
Motherboard is Asus Tuf Gamer 570x-plus.
RAM capacity is 32gb using Corsair 3200.
Storage includes a 1 TB western M2 SSD/HDD.
Graphics card is RTX 2600.
Power supply unit is Superflower 750 watt.
Chassis supports OS version 10/11 and a 24" monitor.
I’m a casual gamer who doesn’t care about all the game features I enjoy in FPS titles.
It varies based on the games you wish to play. The "noctua" CPU cooler isn't very effective. The 2060 isn't particularly strong, and the 3700X is outdated and no longer supported, though it might still work if the cost is acceptable.

32gb is more than enough.
Upgrading to 5700x won’t cost much and will provide a noticeable improvement.
From a budget standpoint, a 2060 super works well for 1080p. I own one, but the super offers better performance. There are also many used 2070 models available at affordable prices.
If you’re just looking for something casual without breaking the bank but wanting something newer, I’d suggest the 3060 12gb—it’s quite affordable and widely available.
Other options include 6800 xfx amd with 16gb, though they’re large and may require checking your case size.
