A suitable upgrade for the 9th gen would be checking your current CPU specs and considering options like a higher-end processor or better cooling.
I recently upgraded to an RTX 4060 and noticed my CPU struggling to keep up—could be a bottleneck.

Do you have any concrete data available? Have you tested performance comparisons using your old GPU alongside the new one?
What were your initial goals?
What resolution are you currently using?
What are the other components in your setup?

I planned to switch from a gtx 1070 Ti to a rtx 4060 and am really satisfied with the change.
However, in certain games, even when settings are set for optimal performance, I still notice stuttering.
This includes micro stutters and inconsistent frames, especially at 60 fps on a 1080p monitor.

Honestly, it really depends on what you're playing; PCIe 3.0 could pose a bigger issue than your CPU since the 4060 is an 8-lane card. I haven't found any written reviews about its scaling, but if it behaves similarly to the 4060 Ti and 6600 XT, it might cause problems. In terms of CPU upgrades, anything seems likely to cost more than it adds value in terms of performance gains.

There is no solution without moving to a completely different system (Intel 11th generation or later, AMD AM4 (B550/X570 boards)/AM5).
