I switched from a 3060Ti to a 9070XT for 1440p at 170Hz. In numerous games, the performance is much lower than expected. For instance, in Cyberpunk, regardless of the settings I apply, it stays around 80fps and uses between 70W and 100W. When full ray tracing is turned on, power consumption rises to the anticipated 304W, but frame rate remains affected because ray tracing is active. The GPU runs at about 90% capacity while drawing 70W, which is quite inefficient, and the CPU usage stays between 60-70%. In 3D Mark it works perfectly, and in other titles the card immediately reaches 304W and performs well.

My system details are:
- CPU: Ryzen 7 5700X
- RAM: 32GB at 3600MHz (XMP enabled)
- PSU: 750W with two separate PCIe cables
- Motherboard: B550M AORUS ELITE (rev. 1.3) with updated BIOS

My attempts so far include:
- Running DDU in Safe Mode before changing the GPU (AMD drivers are current, including optional updates)
- Activating Smart Access Memory
- Turning off AMD Overlay, which led to serious stutters
- Disabling all AMD filters and options
- Using a different, higher-quality PSU
- Disabling hardware acceleration
- Applying overclocking
- Playing games in DX12

I’ve noticed many discussions about similar problems, but I’m unsure what further steps to take.

PSU specifications indicate a 750W output using two distinct PCIe cables. The advertised wattage corresponds to the PSU's make, model, and age.
In Safe Mode, utilize DDU before adjusting the GPU settings; ensure all GPU drivers (Intel, Nvidia, AMD) are removed, then install the newest driver from AMD's official site via an elevated command.
Consider testing a different, higher-quality PSU. If the unit is new, ignore its age; if borrowed, note its previous power source before installation.
The motherboard is a B550M AORUS ELITE (rev. 1.3) with updated BIOS.

My current PSU is the be quiet! Power Zone 2.
I also borrowed a be quiet! Straight Power 12 (850W) from a friend — it’s nearly a year old and was previously paired with an RTX 5080.
