So I've been digging through chatgpt (mostly) with this one as my urge to get rid of the very annoying microsutter (ms) has resurfaced a week ago. I did everything it asked me to do but apparently Adrenaline overrules all other settings (like MSI AB) and even its own when it comes to minimum clock speeds or stuff like that. Based on benchmarkes, my GPU (more precisely a Powecolor 6900XT Red Devil OC) is having constant ups and downs in GPU clock speed and there's no way I can fix that. I cannot force it to not to switch into energy saving mode and I cannot overrule RDNA's stupidity using MSI AB or any 3rd party stuff - so far. Tried undervoltage but that didn't work either, all of the graphs look like an E.R. episode before the guy dies.
Is there a way to force Radeon GPUs to work "properly"?
I'm going to build a new config sometime soon (early next year, probably?) and I will switch back to green, mostly because of these obnoxious software things AMD has. This, or their encoding, the DP/HDMI usage, etc. Stuff of these annoying things they can't get rid of for 5 years or so.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
The clock speed in AMD GPUs changes a lot depending on the workload and boost settings. It's hard to keep it steady unless you completely turn off the boost. Nvidia handles it differently by always running the clock at its maximum during a game, no matter the load.
