I observed some drops in my GPU performance. In FH5 for example, my FPS fell from 120 to 60-80 with some stutters.
I ran the 3D Mark demo, which indicated my results were average for my PC and that GPU-Z detected all the pins correctly.
It’s important to note this wasn’t the first time the GPU was underperforming; the problem was even more severe before. I resolved it by adjusting the power setting in the control panel, though it didn’t fully fix it. The issue seems less intense now.
I also tested FN and the FPS was good, suggesting the problem is likely tied to FH5. Although the performance loss after cleaning and re-seating the GPU worries me about possible damage.
I used Heaven Benchmark, which gave 114 FPS and a score of 2880 in Extreme 1080p.
Could this be a software issue or is it mainly related to my hardware?

When sharing a troubleshooting thread, provide your complete system specifications. List them as follows:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
Include the age of the PSU along with its make and model. Also mention the current BIOS version for your motherboard.
It’s important to note that this isn’t the first time the GPU has been underperforming; the problem has worsened. I resolved it by adjusting the power settings in the control panel, though it didn’t fully fix it. Now the issue is less severe.
Use DDU to uninstall all GPU drivers (Intel, AMD, Nvidia) in Safe Mode, then manually install the latest GPU driver from Nvidia’s support site via an elevated command—Right click installer > Run as Administrator.

Lutfij recommended using DDU to eliminate all GPU drivers (Intel, AMD and Nvidia) in Safe Mode, followed by manually installing the newest GPU driver from Nvidia's support page via an elevated command, such as right-clicking the installer and selecting Run as Administrator. I attempted this already but no improvement was observed.

Do you have GeForce Experience or the Nvidia App installed? Because these programs can lower your FPS.

But why does the frame rate drop suddenly after reinstalling? I also had the GeForce app before.

Your prediction appears to be tied to software matters, as it first showed up and was resolved via a software update. Based on your description, the software fix also helped with the second case. If that's the case, the problem lies in the game itself.

Consider adjusting the in-game graphical options or reinstalling the application. When the benchmark indicates satisfactory performance, hardware-wise you should be fine.

For reference, try using Unigine Superposition: https://benchmark.unigine.com/superposition
Leaderboards are available there to compare your results with other GPUs of the same model.
The 1080p Extreme profile might cause issues due to its intensive nature, so the standard 1080p High setting is usually better for gaming.
You can test both profiles and compare the scores for a more accurate assessment.
