hello guys, i been struggling with this for a year or two, gave up multiple times but then i think why would i let this weird issue just throw away the money i spent into this pc. so my 144hz monitor feels like 60hz, i got ryzen 5 2600 rtx 2060 msi b450 gaming plus 2x8gb c15 corsair 3000mhz coolermaster mwe 500 bronze, 100gb kingston sata. i had a 1tb hdd but turned out it was faulty and when i removed it my problem got much better, when i had it inside my monitor ACTUALLY felt like 60hz, or even worse, frame skipping, lags but fps stable, etc. when i removed it it got so much better, about 70%, but still the monitor does not feel 144hz, feels about 90hz, and when i start playing it feels good in the beginning then after about an hour it starts, i'm pretty sure it happens a little bit every time i get stutters.
i actually get extremely low drops like 144 to 10 or 15 for a second, after a few of those it starts feeling laggy at 144fps, then i turn my monitor off and on and its very noticeably better, its not the monitor because i tested 2, it happens on both. i did a quick memtest for ram, my ram is fine apparently, the pc repair guy tested my gpu and says its fine so what could be the problem, at first when i plugged my pc in a specific outlet i lose power in my whole house, then i have to use a switch to get it back (english not my first language) if anybody could fix the issue or pinpoint the cause i would actually pay, i had it sent to a repair store many times, all they do is clean my pc and install a corrupt windows... and yes its actually not placebo, it is an issue, many people confirmed it and it is pretty obvious. thanks for all the help in advance.

I reset my BIOS by removing the CMOS battery, waited 30 minutes, then I saw a strange screen. After that, I restarted my PC. Was that enough?
I ran Memtest Quick and got no errors on my RAM.
After fresh installing Windows on a clean install of the BIOS, I downloaded the OS from Microsoft and created a USB installation. Is it still necessary to verify integrity? Because I’m worried it might erase my games and files, and I just did a fresh install. (By the way, fresh installing Windows and resetting the BIOS really helped a lot. It’s no longer at 60Hz, but more around 80-90Hz. Still have some weird input lag, the mouse feels off until I turn the monitor on and off, then I get those stutters—144fps, then drops to 10 for a second sometimes. Those drops are quite steep.)

if stability issues persist after configuring XMP, consider updating the BIOS
I have repeatedly attempted to set it in xmp mode, but older and newer BIOS versions didn’t allow me to power on the PC. It only starts fans, the GPU light appears, and after resetting the BIOS it works again. I now feel like the system runs at around 144Hz, which is better than before, though it still feels slow and there’s noticeable input lag. The most bothersome part is the extreme FPS drops—sometimes only a few frames, like 10%, which are really strange. I’m willing to try anything to resolve this, very grateful for the advice, but it’s frustrating because this problem has lasted for 2 to 3 years and I can’t fix it myself. I’m hoping someone can pinpoint the issue so I know exactly what to replace. I tried replacing the PSU, but it didn’t help, so I’m not sure what’s wrong. This situation is really frustrating, and even the local tech support can’t help. Thank you for your assistance.

make sure you ram is in slots 2 and 4
also note that power supply isn’t really a 500w psu it’s a 450w psu unless it’s v2 also there there’s quiet cheaply together.
this would explain the house tripping the power because the psu is tripping the circuit.
or it could be the opposite and the wall plug isn’t socketed properly.
you can buy a socket tester to check if it’s wired correctly.
another way to test is to move the ram to another room and plug it into a different socket.
i would invest in a new psu 650w gold at least either seasonic or corsair.
after a lot of testing i noticed something really weird, when i look around in game fast, like spin my mouse i drop fps extremely, but if i do it 50%slower, i don't drop at all, not a single fps from 144.
Memory controller in cpu relies on fast ram for performance. 2133 would make cpu sluggish. As said, 2933 at least and ram must be in 2nd and 4th slot as these two are the primary slots for two stick operation.
Is your ram CL 15? If so then that's another issue since Ryzen doesn't like odd numbers, nor is 3000 officially supported on 1st/2nd gen Ryzen so ram speed adjusts to 2933 instead. Though I've seen XMP change it to CL 16 anyway but XMP is a preset afterall and your CPU may not like it. When this happens you try give manual mode a go, input values said above. If manual doesn't have ram stable at 2933 then either ram is not fully compatible or something wrong with one of the sticks - try one in 2nd slot from CPU.
what game are you playing? what storage device is the game on? are you connecting it to a usb drive or is it directly linked via the motherboard's sata port? that can significantly impact your game performance, as a usb connection may limit bandwidth and create bottlenecks.
