It seems quite similar to a defective board, though it might actually be the CPU that's failed. I'm familiar with some Asus X99 models having an increased failure rate, as I almost purchased them a few years back.

00 is typically the motherboard because a CPU failure is uncommon.
You might take out your drives and attempt to boot into BIOS just for laughs, unsure if you have Asus software set up.
