I'm facing issues getting my PC to boot, it takes many attempts. I tried unplugging everything and holding the power button for a minute, then plugged it back in but still couldn't start. After clearing CMOS didn't help. A friend's system worked when booted from another device, which is unusual since my own failed after repeated attempts. The problem seems to require connecting to another power source temporarily before stable operation. This happened repeatedly over two months, making it hard to document for warranty purposes.

I've noticed a comparable problem with a system I created for someone else—it functioned well elsewhere but not at their place. It required a different PSU and I struggled to grasp the reason behind it. The new PSU worked fine elsewhere. At home, do you rely on an UPS or surge suppressor when connecting power to your equipment?

I rely on a surge protector. A UPS isn't typically used by consumers; it's mainly for businesses, at least in my country.

Check your outlet for correct polarity.
A $10 tester such as this will suffice:

After that, to fully reset your PC, unplug the power cord.
The PSU on/off switch alone isn’t enough. Even when plugged in, there’s still some power reaching the motherboard.
If you can start up by flipping the PSU switch, something is amiss.
The signal for the motherboard to boot comes from a brief connection between the two front panel PWR and ground pins.

There is another aspect to think about besides the outlet. When you move the computer to a different place, it experiences movement too. A weak connection inside might be the issue, but it could also relate to the power supply unit.
