I just got a new PC with a 7900 XT and 7800X3D, and later I plan to water-cool it. I need at least a 240mm radiator for both, preferably 240mm for the CPU and 360mm for the GPU. I'm not sure if my motherboard can handle two radiators or if it supports them. I have the ASRock B640 PRO RS.

The situation suits a 360 rad in the front and top. My advice is to use the stock cooling cards, possibly tweak the fan curve, and pair them with a quality air cooler for the CPU. The only concern would be the fan itself.
If you attempt to add water to the card using compatible components, it will likely be expensive and not worth it.

Determine which of the two (cpu/gpu) consumes the least power, placing its radiator at the front. Employ splitters with the radiator fans to avoid overloading the motherboard headers.

I just wanted to give my GPU a quick refresh to make it appear neater and help it run longer. Not completely sure yet, but it sounds like a good idea.
