I recently upgraded my GPU to RTX3060 Zotac Gaming. Before that, I was running a 1050ti Zotac. Now, all my games are stuttering severely, especially GTAV and Euro Truck Simulator 2 even at 60 fps.
My setup includes:
Intel i5 9400f
RTX 3060
Gigabyte H310m ds2 motherboard
8gb 2666mhz ram
Antec VP550w PSU

Have you checked if your Nvidia driver is up to date?
If not, consider using DDU and reinstalling it just in case.
It’s also possible your CPU isn’t powerful enough compared to your GPU’s capabilities, but prioritize the first two options before assuming otherwise.

I strongly advise following what Newtonius recommended. It's surprising they haven't made it a requirement yet.
