Hello, I recently performed a clean installation of Windows to resolve lingering issues from my previous setup. Fortunately, the problem was resolved, though I encountered the same game-related bug before. Updating to 24H2 fixed it, but reverting to 23H2 caused it to reappear immediately. Now that I’ve cleaned the system, I’m at 25H2 and facing this issue once more.

Here’s a visual of how the frame rate behaves in games. It appears to be linked with my frame rate, consistently dropping to around 71 frames per second. Because my refresh rate is fractional—71.91Hz—it causes stuttering every second. This occurs when switching from the game to a menu, such as when using Beamng.Drive and the cursor appears, or when the camera is active. It also happens in borderless/fullscreen modes. Disabling fullscreen optimizations didn’t help; instead, pressing Alt+Tab or the Windows key temporarily resolves the issue, but it reappears if any of those steps are skipped.

Interestingly, when I opened OBS, the problem stopped occurring immediately after closing it. It only resumed when I started recording again, especially when using the system tray. This inconsistency is confusing, but after thorough testing, it seems OBS does fix the issue. However, I still wish for a solution that avoids running apps in the background constantly.

Set the in-game FPS cap at 70 and check for any stutters.
If it's not there, you're good.

It continues to occur, but at that stage it keeps happening constantly even after I press back, which is unusual. It doesn't appear during the session if I limit it to 70-71.

Is it limited to a particular game or applicable across all titles? Also, would stuttering occur if you disabled the GPU? For example, the Unigine Superposition benchmark is available at the provided link, and it's recommended to use one of the included presets for reliable outcomes.

It applies to all games where I enable V-Sync, which I usually prefer to maintain for certain titles. If my V-Sync is off, this issue should disappear. I'll check if the Nvidia App modifies it.
Regarding the benchmark, I didn't notice any stutters since there was no V-Sync involved; the result was smooth.
Don't worry about the bug, I'm not sure why it's displaying Windows 10.

I've also limited my FPS to 144 because my monitor runs at 144Hz, and going beyond that just wastes CPU/GPU power. Also, your benchmark score is above average and the GPU is functioning properly.
