I thought the coil whine was coming from my GPU, so I removed it before returning it. But then I noticed the noise wasn’t from the GPU at all—it was coming from behind the CPU. The main question is whether this is typical. Could it be related to the motherboard or a failing power supply? I haven’t heard this sound before after upgrading from my GTX 1080...

No sound should come from the CPU section. If the cooler isn't shaking the mount loose and creating vibration, then I'd check if you can obtain a return merchandise authorization for your motherboard.
