I recently installed a new 5600x and tested it with a b450 s2h motherboard, 32GB RAM at 3200mhz, and the latest BIOS updates. The stock multicore performance is slightly below the averages I've observed, sitting around 3.915Mhz with a 76W PPT limit.
The multicore benchmarks are also quite underwhelming, showing around 10,000 R23 and 4400 CPU-Z scores. Singlecore performance is stable at 4.65Ghz, with benchmarks like 1530 R23 and 645 CPU-Z also performing well.
When I enabled the default PBO, the numbers spiked dramatically, with EDC capped at 120 and PPT reaching 156W. If EDC were increased, the temperatures would rise to 78°C. Current multicore speeds range between 4650-4630Mhz, and benchmark results align with expectations (R23 11870).
I’m curious why, at stock settings with PPT at 76W full capacity, the multicore speeds are so significantly lower than typical (about 400Mhz less)? Could it be related to the motherboard, or are there other factors at play?

Include the age of the PSU along with its make and model. Also, mention the BIOS version for your motherboard at this time. From there we can proceed. If your new processor is a Ryzen 5 5600x, what model were you using before? For reference, some users report improved performance with PBO, while others note it consumes a lot of power. It's recommended to try enabling or disabling PBO on a trial basis to see if it helps your performance.

Recent checks indicate the CPU Core Voltage (SVI2 TFN) remains stable at 1.2V idle and decreases to 1.015v during multicore stress tests.
This suggests the problem might lie with the motherboard's VRM under load, possibly explaining why increasing the PPT by doubling it resolved the issue.
