Initially, here are the specifications:
CPU: Ryzen 5 2600X
GPU: ASUS 1660 SUPER 6GB DUAL EVO OC
Motherboard: Gigabyte B450 AORUS M
RAM: 2x8 DDR4-3200
Storage: 1TB HDD + 250GB NVME SSD
Power Supply: 550 W
Operating System: Windows 10
About a month ago, my GPU would suddenly use up to 100% for less than a second every 30 seconds after about 15 minutes of inactivity. This happened when I was doing something simple like making food or using the bathroom. To resolve it, I had to restart my computer. After a week, this became a regular issue, but leaving a YouTube video running stopped the random spikes. Recently, around three days ago, I started experiencing brief frame drops while gaming, which are so short I often miss them. Despite monitoring temperatures, usage, CPU, GPU, RAM, and disk activity closely, nothing is spiking or overheating. Both GPU and CPU temperatures remain at a comfortable 60°C, memory usage stays around 61%, and the disks show minimal activity. The GPU and motherboard drivers are up to date, and I've tried running games with no background programs, but frame drops continue. I also re-seated my GPU, RAM, and HDD as advised by a friend. Check if your motherboard's BIOS is current and if your system has been scanned for malware recently.

Most potential hardware upgrades are already updated, and I regularly check for viruses.

At the moment, the RAM is only active under the XMP (3200) setting, even though I attempted to use the standard speed (2400) and it didn’t resolve the issue. No changes have been made to other settings.

Did you get the newest device drivers from AMD, and likewise for the Nvidia GPU drivers?

I mentioned "pretty much all," but actually every piece of hardware has been updated. I've also reinstalled the newest drivers for the GPU.
