My specs
R5 1600 3.2-3.6ghz (STOCK COOLER)
ddr4 8gb corsiar 3k mhz
Rx580 4gb
Mobo - a320msi
I have options for overclocking in my bios, so I set the CPU to 37 and adjusted the core voltage to 1.3000v. It booted up successfully and showed 3.7ghz in properties and Task Manager.
However, in CPU Z and Task Manager (speed column) it still displays around 3.4ghz.
Then I started a CPU stress test from CPU Z and it didn’t exceed 3.39ghz.
I also tried different values like 3.8ghz and 3.6ghz, but nothing worked consistently—just the numbers appeared without being applied.
Additionally, I disabled C state, used cool quit options, and set mode2 for loadline, but everything still only showed in properties without any effect.
Please help.

It's an A series motherboard, but no OC is supported.
Ryzen CPUs adjust dynamically based on temperatures and voltages. If they detect high temps, they'll reduce clock speeds.
Unless you disable all cores at full speed, the only adjustments are the turbo ratio—so only one core will increase to 3.7, two or three cores to 3.6, three to four cores to 3.5, and the rest will cap at 3.4GHz.

You could try setting the ratio to 4.0 in BIOS and see if it improves performance slightly, especially since games often run on just 4 cores.
