Certainly, avoid using that method. Refrain from relying on third-party tools for driver installation. Such practices are frequently used to install unwanted software and malware on your system. There is no valid reason for this to be useful.
The recommended minimum PSU for the 9070XT is 750W. Simply adding TDP values won't suffice; GPUs and CPUs often experience power surges that exceed their rated TDP (benchmarks indicate the 9070 xt can reach up to 400W). You must ensure ample headroom to prevent exceeding your PSU's capabilities. If your TX650M is quite old, I've found that the 2019 model was actually a 600W unit despite being labeled as 650W.
An insufficient PSU may lead to voltage instability and sudden drops in current, potentially harming delicate electronic parts. Many believe only overloads can cause damage, but irregular fluctuations can also be extremely damaging. I'm not claiming this is your case, but it's definitely a risk to consider.

Minor Update: After the crash in Elden Ring, I chose to request a replacement and returned the card.

Have you considered reinstalling Windows?
I faced similar problems with the reboot/reset feature after upgrading from a 3070Ti to a 9070XT (DDU was also used to remove the Nvidia driver...) and it only occurred during certain games like Cyberpunk. After running various diagnostics such as swapping RAM sticks, I believed the issue was related to the PSU (due to the kernel power error message). I visited a local store to buy a more powerful PSU; after the salesperson heard my story, she recommended reinstalling Windows as a final resort before spending money on a new one. My current unit is a 2.5-year-old 750W 80plus gold. I’m really glad I followed her advice. After reinstalling Windows and updating the AMD drivers, it didn’t crash at all. While this solution might not work for everyone, I thought I’d share my experience.

I put in a brand new Windows version after installing the card. I also verified the memory using memtest. Thank you for your advice.
